Per l'ennesima volta ripeto: Le Facoltà vanno abolite, tutto va centrato sui Dipartimenti. Per il coordinamento tra i DIVERSI SETTORI, vanno istituiti appunto i SETTORI che DEVONO AVERE REGOLE DIVERSE I settori sono: MATEMATICA SCIENZE FISICHE E NATURALI SCIENZE UMANISTICHE SCIENZE TECNICHE (Ingegneria,Informatica, Agraria, Veterinaria etc) MEDICINA SCIENZE GIURIDICHE ECONOMICHE E SOCIALI Naturalmente per ogni settore vi saranno sottosettori per le valutazioni, ma quello che deve differenziarli in modo essenziale deve essere lo stato giuridico, il pieno tempo, il rapporto con le professioni etc etc In caso contrario chi fa vera SCIENZA sarà soggetto alle ESIGENZE DEI SETTORI PROFESSIONALIZZATI, come è sempre stato.

Ma nel decidere su quale deve essere il tipo di formazione avanzata da offrire non si può tenere conto solo delle eccellenze scientifiche esistenti, ma anche dei nuovi settori che si aprono, dei nuovi interessi, delle nuove applicazioni, delle esigenze del territorio, della risposta da parte degli studenti. Quando viene costruito un Corso di Studio per Laurea Specialistica spesso le offerte culturali spaziano e i docenti coinvolti appartengono a Dipartimenti diversi. Nello stesso tempo, ma chiaramente ne consegue, docenti dello stesso Dipartimento sono interessati a lauree specialistiche diverse. La programmazione dello sviluppo (aree da potenziare) si deve inquadrare nellofferta didattica che si vuole offrire in un certo Corso di Studio. Nel Dipartimento cè poca sensibilità alle esigenze del territorio e degli studenti .e ci sarebbe la tendenza di potenziare i gruppi di ricerca esistenti. Ci conosciamo. Considerate le risorse disponibili, si rischierebbe di vedere potenziati solo i gruppi più forti a discapito degli altri. Difficilmente verrebbero aperti settori di ricerca nuovi, di cui si sentirebbe invece necessità per lofferta didattica. Inoltre spesso la composizione dei Dipartimenti è particolare. A medicina è spesso monocattedra. Non si presta ad una distribuzione delle risorse. A mio avviso, la programmazione delle aree in cui investire le risorse deve venire dai Consigli di Coordinamento Didattico (CCD). Sicuramente la ricerca viene portata avanti nei Dipartimenti, ma i docenti che costituiscono i CCD operano nei Dipartimenti e, quindi, le esigenze dei Dipartimenti sono ben rappresentate. I Dipartimenti, invece, dove esistono le competenze scientifiche specifiche, possono essere deputati alla scelta delle persone. Una volta (anni 80) la legge prevedeva che le Facoltà bandissero i posti sentito il parere dei Consigli di Corso di Laurea e chiamassero i vincitori sentito il parere dei Dipartimenti. Questa procedura è culturalmente corretta, basta eventualmente togliere la Facoltà. Il Senato Accademico, sulla base della programmazione di sviluppo presentata dai CCD, distribuisce le risorse fra i diversi CCD. Questi deliberano come utilizzare le risorse e i Dipartimenti scelgono le persone più adatte. Grazie per la pazienza nella lettura, spero che quanto detto possa essere condiviso Paolo Gerola
