Nel Regno Unito le università del medio evo, di cui molte delle università moderne sono dirette discendenti, erano organizzazioni autonome. Gli scienziati, che ad esse afferivano, perseguivano studi di loro scelta ed insegnavano per guadagnarsi da vivere e per finanziare i loro studi. Il legame tra insegnamento e ricerca é stato considerato indissolubile fino al 1992 quando il governo della Tatcher riconobbe come università anche gli istituti politecnici. Aumentando considerevolmente il numero delle università nacque il problema per della distribuzione dei fondi pubblici per la ricerca.
La situazione creatasi ha posto in discussione la consuetudine consolidata che tutti gli accademici possano (o debbano) fare ricerca; fu stabilito per ciò che i fondi per la ricerca scientifica dei Consigli per l?Istruzione Superiore (Higher Education Funding Councils for England, Wales or Northern Ireland) dovessero essere distribuiti selettivamente in relazione alla eccellenza. Nacque così il Research Asssessment Exercise (RAE), ripetuto con periodicità più o meno quinquennale, come mezzo per la identificazione dei centri di eccellenza. I risultati sono stati utilizzati al fine di evitare la dispersione di fondi che vengono assegnati solo ai dipartimenti di maggiore qualità. In Inghilterra, ad esempio, dopo il RAE del 1996, cinque università, su oltre cento, hanno ricevuto circa 1/3 dei fondi disponibili per la ricerca.
Il problema, evidentemente, è sempre quello di creare un sistema per una distribuzione giusta delle risorse; problema che diventa ancor più serio quando le risorse sono limitate. Divagando, mi viene da pensare: è vero che "la salute non ha prezzo", ma la sanità ha un costo reale; quindi, le scelte, per quanto doloose, sono ineluttabili.
... e infatti negli Stati Uniti hanno deciso che la sanità pubblica costa troppo.
L'Università e l'istruzione superiore necessariamente costano e costano molto. Il ritorno si ha nell'avere buoni medici (per restare in tema), buoni ingegneri, buoni chimici, buoni manager e più generalmente un ambiente culturale degno (che non è poco).
I politici (non noi) devono decidere se sono disposti a pagare per questo.
Io però non faccio sconti: se si vuole un'Università che funzioni davvero i docenti devono essere ottimi docenti e quindi necessariamente anche ottimi ricercatori.
Se i politici non vogliono investire risorse su università e ricerca o comunque ritengono che costo della cultura è troppo alto, mi dispiace, ma è una scelta precisa della classa politica che se ne assumerà la responsabilità. Però io non voglio essere corresponsabile suggerendo ai nostri politici un mezzo per risparmiare snaturando le nostre università.

credo che a caldo ognuno di noi sia pronto a sottoscrivere questo enunciato, pero` credo che ci siano molte riflessioni da fare.
Prima di tutto c'è una questione preliminare:
Cosa è e come viene offerta una istruzione superiore?
Sapete bene che ci sono state trasformazioni sociali profonde negli ultimi 50 anni per cui nel mondo sviluppato un numero sempre maggiore di persone chiede una qualche forma di istruzione superiore.
Mi sembra che le motivazioni di questa richiesta siano assai varie, dalla necessita` di formare una classe dirigente a quelle di una professionalizzazione più` avanzata fino a motivazioni ben diverse, ovvero quella di prolungare il periodo adolescenziale di vita studentesca posponendo l'ingresso nel mondo del lavoro. Poi addirittura esistono università per anziani che servono a far passare il tempo in modo intelligente a pensionati.
Di fatto nel mondo le istituzioni che offrono una educazione superiore sono di natura molto variabile, dalle Università prestigiose piene di premi Nobel, a vari tipi di politecnici ai Junior College Americani o alle nostre Università private che hanno aspetti ibridi.
Non tutte queste istituzioni richiedono un impegno di ricerca ai propri docenti ed in effetti non tutte si qualificano come Università.
Il punto è complesso, evidentemente offrire una educazione superiore in una Università vuol dire offrire un ambiente stimolante legato alla frontiera della ricerca.
Se il sistema paese puo` permettersi di offrire a tutti un tale servizio certamente è la scelta migliore ma anche in questo caso con alcuni caveat.
Il primo sta nei fatti, quante persone nella nostra Università fanno ricerca?
Meglio ancora: quante persone nella nostra Università fanno ricerche che abbiano un minimo di senso?
Non sono domande che si possono semplicemente eludere, perche' se la risposta è diciamo l 80% allora un 20% di persone che non la fa puo` anche essere considerato fisiologico, ma se la risposta è che solo il 20% o meno dei docenti universitari fanno ricerche sensate si pone un grosso problema. Anche perche' questa massa di non ricercatori poi controlla le elezioni dei rettori il CUN i concorsi e crea una enorme vischiosita` del sistema ed un obiettivo ostacolo a quelli che fanno veramente ricerche.
Il problema è peggiorato dal fatto che con il nostro sistema attuale è possibile comprimere l'impegno didattico in pochi mesi.
Questo privilegio puo` avere una qualche (debole) giustificazione se negli altri mesi si ha un notevole impegno di ricerca altrimenti è veramente una cosa stravagante e che non esiste in nessuna altra parte del mondo.
Questa è la questione sollevata da Rizzolatti alla quale abbiamo tentato di dare una seppur inadeguata risposta.
